Can bareback Pads(with sturrips) somehow be attached to a breastcollar?

Hello, thanks for viewing. Here's some info: I ride western. The horse is a Quarter horse mare.15.3hh She *does* requir a breast collar. And the bareback pad does need stirrups. The color of all her other tack is themed red white and blue, so those colors are preferable. Im looking to spend less then 50 dollars if possible.Please attach a link if possible, although its fine if you dont.Thank you
