English stirrup bars? *20*?

The bars where the stirrups are attached to the saddle (don't know the name, sorry). Are they supposed to be up or down? I have heard both, and I can see it making sense either way, up and the stirrup won't come off, but if it's down it could come off if you were being drug and release you, so which way is it supposed to be?
