How risky is it to give men and women oral sex? HIV risk ONLY?

Although you can be infected through oral sex it is very rare and you are taking most of the proper precautions (cuts/sores/dental hygine etc). However you are probably getting some fluids in your mouth (pre-***) but not in great quanities.
